The tipster sent investigators numerous links to X communities, screenshots of posts and messages between Salinas and the tipster.
Numerous files showed accounts later linked to Salinas had posted images of CSAM on social media. Some posts included minors’ Instagram profiles and personal information, while most of the photos had been created with artificial intelligence and/or had been computer-generated.
One of the posts read, “Who’s got groups I can exposed my hs teen irl’s in?”
On top of the CSAM material, the tipster also sent investigators messages that appeared to indicate Salinas had plans to rape one of the people he had shared illicit photos of.
The conversation begins with Salinas and another individual comparing two of the victims before Salinas confirms he would participate in a rape, but not let her find out who did it. Messages also show Salinas telling the other person about the victim’s daily activities, including where she spends her time and when her family members are home.
Salinas also messaged that he had nude images of a minor victim when she was just a 14 or 15-year-old that he stole from her phone.

Court documents state the IP addresses tied to the accounts used by Salinas were traced to a home in Lebanon. After confirming with the school, investigators found the address matched Salinas’.
On Feb. 22, Boone County law enforcement searched the residence and took Salinas into custody.
Salinas initially denied knowledge of the accounts before admitting to struggling with an addiction to CSAM for years and stating he had sent or posted nude images of his friends to the internet. He also confirmed that many of the nude images he posted were created with AI software.
He told police that he did engage in the conversation about raping a victim, but stated that he would never participate in it.
Salinas also stated he had not thought about how posting images or addresses on the internet could not be taken back. In a search of Salinas’ residence, police found more files of CSAM on Salinas’ devices.
He was placed under arrest and transported to the Boone County Jail. Online court records show that a bond was placed at $5,000 and was paid on Feb. 26.
